Jeffrey Dahmer was an American serial killer and sex offender who killed and dismembered seventeen males between 1978 and 1991. Many of his later murders involved necrophilia, cannibalism, and the permanent preservation of body parts. He was arrested in Milwaukee, Wisconsin 1991 after one of his intended victims escaped and alerted the police. He was sentenced to life imprisonment but was beaten to death by a fellow inmate in 1994. 

Ed Gein was an American murderer and body snatcher who confessed to killing two women in Plainfield, Wisconsin, in 1954 and 1957. He also exhumed corpses from local graveyards and made trophies and furniture from their bones and skin. He inspired several fictional characters in horror films and novels, such as Norman Bates in Psycho, Leatherface in The Texas Chain Saw Massacre, and Buffalo Bill in The Silence of the Lambs. He was found legally insane and spent the rest of his life in a psychiatric hospital. He died in 1984. 

So, “This is Wisconsin. We eat people” is a sarcastic way of saying that Wisconsin is a state where cannibalism is common or acceptable; Wisconsin is a dangerous and weird place to live or visit.
